With more than 25 years of IT industry experience, Toby brings notable expertise, particularly in higher education, with a focus on integrations and software solutions. He is a catalyst for innovation, demonstrating strategic leadership that cultivates resilient, high-performing development teams. Toby’s contributions have significantly impacted major online schools in the United States, with methodologies disseminated worldwide.​

Before joining Higher Digital, Toby spearheaded integration system development and software modernization at the University of Maryland Global Campus, consolidating contributors into high-performing teams. This initiative resulted in a substantial reduction in technical debt and the establishment of a robust integration architecture and strategy. Prior to that, Toby played a pivotal role in Southern New Hampshire University’s digital transformation, partnering with Higher Digital to architect an advanced microservices integration structure and establish a successful Agile framework for software development.​

Toby holds a bachelor’s degree in communication from Fitchburg State University, an MBA in International IT Management from Southern New Hampshire University, and ITIL 4.0 certification.​
